Make it more clear to users, what do u mean owner and members? The cookie will be used the same for every website the owner owns even under members array? What is the protocol for these cookies and how end user can be sure he wont be track for AI vicious developers mean machine?

Remove all kinds of cross site tracking of any kind and this proposal is redundant.
