Why aren't cities building cooling towers like they have in the Middle East? They're built right along the street to drive cooler air down toward the sidewalks. They're also built into homes for natural cooling.

I wonder what is worse: Extreme Heat or Extreme Cold? Houston was nearly frozen over last year when they lost their power grid to extreme cold. Between extreme heat and extreme cold I'm sure most people would rather take the heat rather than to suffer through the cold.
