Hopefully, it won't come at the cost of *compromising* the safety or quality of a reconstruction.

Mr. Buttigieg went on to dodge an inquiry on whether he had plans to meet with the *six victims'* families of the bridge collapse. After all, he can "speak to" _his_ intentions on speaking with the victims' families, even if he couldn't do so for third-party authorities. To translate his evasive answer, he had "no plans" to reach the victims' families. 🙂

The *"conditions"* were also present in the previous *three* draft resolutions the U.S. *vetoed.* All three resolutions [*see* Security Council press articles named "SC-15450, " "SC-15519, " and "SC-15595"] called for "humanitarian pauses" and "immediate and unconditional release of hostages, " just like Resolution 2728 [the U.S. *abstained], * but the U.S. vetoed all of them! _Politics_ contributed to the United State's "change of heart" in moving from "vetoes" to an "abstention."

PS: Contrary to Karine's claim, as a rule, the resolutions that pass in the Security Council are *binding, * but someone has to enforce them!
