Seedot technically is not version exclusive because in sapphire, there’s a small chance after defeating the elite four that you can activate a swarm. You can double check this by looking at the player’s tv in their home. I got a surskit swarm last summer, and apparently in sapphire there is a swarm that can consist of seedot on route 117. Vice Versa for pokemon ruby and lotad.
