Why is the Lok Sabha and Rajya Sabha chairperson so scared of taking actions against the disruptor?

If a MP in either Lok Sabha or Rajya Sabha throws papers or books or any violent actions, then remove their membership from the parliament as an MP.

If any MP advance towards chair or well, then suspended them from the house for a month or two.

If MPs bring/show placards inside parliament, suspended them throughout the session. And same goes for heckling.

If any or all MP found to voluntarily disrupt Parliamentary proceedings then those disruptor.have to bear the cost with their own salaries and also they must be suspended throughout the session.
