Good guide. These are the basics of gearing in Raid. Quite straightforward.

It gets more complicated when you throw sets and niche cases into the matter but the golden rule = speed is king.

For your specific case of the accuracy piece, that's a fantastic piece. It's 6* accuracy so means it can get to 96 accuracy. No speed stats BUT it's a perception set which means you can potentially have another 40 accuracy meaning that that's a total of 136 accuracy which is pretty insane. And on top of that you get speed from the set so there we go.
