If you don't have Photoshop and want to make a mask map in HDRP, you can change the material to Standard. Then the material becomes all pink. Then assign all the texture slots on the material (Albedo, Normal, Metallic, AO & height map). Then select the material and go to Edit -> Render Pipeline -> Upgrade Selected Materials to High Definition Material. Then it will automatically generate a mask map and upgrade the material.

Question for you, I am constantly having issues with the displacement map, it never seems to "displace" as nicely as yours. What types of objects are you using the textures on? Could it be that I'm using something too flat or perhaps I'm not tiling it enough or too much?

To achieve a more physically correct material, you should only use a metallic value of 0 (non-metallic), or 1 (metallic). Generally all material we see is either metallic or non-metallic. The downloaded texture set does not have a metallic map because the material does not have any metallic values. Tampering with the metallic value to be in-between (half-metallic) renders the material to be more "stylized", and subsequently not as appropriate for photorealism.

Moreover, if you have a dirty metallic material with dust on top of the metallic surface, the metal map is used to tell the render engine that places that have grunge on should have metalness of 0 because dust and grunge are not metallic, and other parts to have metalness of 1. The spots that have metallic of 0, usually have a roughness map filling in with a higher value to convey that the grunge is rougher and therefore reflects less light.
