It's a double edged sword. The problem that the rule is trying to fix is if the person in the advantageous top position decides to just hold the position to stall and win the fight by decision due to gaining position. If the top guy is locked up by the bottom guy to the point where the top guy can't do anything but hold position, then the fight should be stood back up. It's the top guy's responsibility to attack when in the dominant position and it's the bottom guy's job to defend or escape. If the attacker is unable to attack, and the defender can't escape, then the fight should be stood up. I understand Mir's point about earning a dominant position and then having it taken away due to the bottom guy "stalling", but Mir needs to also understand that the top guy also can't just "stall" and wait for an opportunity that may never come. The attacker has to be busy. I love grappling and understand that sometimes it takes a lot of time to set up a submission attempt, but the attacker has to be doing something else rather than just holding and waiting for the right moment which may never come. The top guy is in a dominant position. It shouldn't be a stalemate. If the defender can pull guard and double overhook the attacker to the point that it's a stalemate, stand the fight back up. ***EDIT*** MMA is not BJJ. Striking on the ground is not just allowed, it's encouraged lol. The bottom guy wants to stall????... Punch him, pick him up and slam him on his back, shoulder strike him, elbow him where ever in the midsection/chest is available, DO ANYTHING BUT WAIT!!! I have more issues with the 12-6 elbow or no kneeing to the head of a person with their knees on the ground. Wrestlers would think twice on shooting or lunging at a leg if knees to the head were allowed. The rule should be no kneeing to the head of a fighter that has their glutes/hips, back/chest, or both elbows on the ground. Think about that one.

I fought a bully one time in the library and he fell and was like “lemme stand up “ they wanna box but as soon as it hits the ground they panic.

On the flip side, a smothering wrestler could hold someone down for a round and win. It's either the guy on top's job to create offense, or the guy on bottom's job to sweep, submit, or scramble up. If you're gonna make a rule to compel action, it should be aimed at the guy who benefits from inaction i.e. the guy with the controlling top position who wins the round if no other meaningful damage happens. Yes it's not like a street fight but if the sport is gonna be watchable there has to be action and if someone is going to take the fight to the ground they should invest that stamina knowing they need to have a plan to make something happen once the fight is down there. If there's a rule to be annoyed at, there's far better targets than the one that makes the ground game watchable

The guy on the bottom is not causing an infraction he's intelligently defending himself. Its a stale mate, stand them up
