"You're safe... For now." at the start takes on a whole new meaning with what comes next. You realize that what Batman really meant was "You're safe from everything else, but in a moment you might not be safe from me". Him repeating again at the end but stating only "You're safe." as such indicates that he passed and Batman is no longer a potential threat. Batman is so cold here he could get a heat stroke from standing too close to Mr. Freeze.
