Theory: The cheater that escaped actually is Evbo’s boss and when she ran away she called him

Theory: Steve returns, clones himself many times, and disguise his clones and himself as the cheaters.

Theory : he just swam into the ocean one day, but a wave just kept him in. he drowned, but someone rescued him. he had so much water in his lungs that he went into a coma. the thing of "infinite water" is just a metaphor of water in his lungs. he needs to fight the "cheaters" which is actually unconsciousness and stuff. when he defeats them, he is free from the coma.
