ISF is a slap on the wrist and yet another chance for this guy who has been given numerous chances. I'd bet the house he'll be back in her courtroom having violated again.

Sounds like she is again. Send his ass to prison and quit wasting money and resourses that can be used for someone who 'wants' to change and is at least trying to do the right thing
