"The city he loves" refers to the New Jerusalem.

(Revelation 20:10) And the devil, who deceived them, was thrown into the lake of burning sulfur, where the beast and the false prophet had been thrown. They will be tormented day and night for ever and ever.
The phrase "for ever and ever" is an adjective that describes a long duration of time, but it still has an end and doesn't mean an endless period. After they have experienced the consequences of their sins, they still have the opportunity to be reincarnated and to repent. God always gives them opportunities.

In fact, those who are deceived and controlled by the devil can help those who are going to heaven. They serve as stepping stones for believers to enter the kingdom of heaven. Without their trials, it would be hard for many believers to enter heaven.
