It's the led light strips. Either you need to test with a led tester each strip and individual led if necessary. Then solder a the broken or dim ones, and/or just replace the entire strip without soldering.

If anyone is reading this and is having issues with this on pc for me the power reset never works but when i turn off the tv turn off the power supply on the pc and turn it back on it works everytime
