At the crossing, it was actually done in the US with CGI. The part where they filmed illegally was during some chase scenes and then in the parking garage, also shots of them driving around. But director Justin Lin had a fake director who went to jail, so they could keep filming just for a little bit more. But they couldn’t risk him actually going to jail, so most of it was CGI and filmed in different parts of Japan or the US
