As the ballon has rubbed with a piece od synthetic cloth it has acquired some electrostatic charge and became a charged body (which is Ballon) was pressed against the wall will get attracted. Thus the electrostatic force is responsible for the attraction between the Ballon and the wall 😚

how the force is acting on the bar? Can you explain again? The bar is there for a reference of height. How it is in any way related to force or pressure exerted by the athlete.
