When you live in the tropics this should not come as a surprise, no power no water it’s all consequences of living in Hurricane prone areas. It will happen again and again.

Puerto Rico's history of corruption in government and inept administrators has created constant crisis.

It's been a point of controversy and contention for years: A place that's gotten some of the most U.S. taxpayer money in history for causes like hurricane relief and rebuilding its electric grid is also known as one of the most corrupt when it comes to how all that cash is spent. (Congress proved billions of dollars after the last hurricane.) When Fiona hit PR it was a Cat 1 storm with winds of ~81 MPH.
