The problem with this kind of thing is that it hurts the kids, much like placing sanctions on countries never affects their leaders. It would make more sense to get rid of the overpaid administrators and put the school budgets into the hands of the principals, much like matrons once had control over the hospital budgets. Time surely to go back to a value for money philosophy.
