I thought it was already a rule in normal uno that any draw cards was a draw and lose your turn

If I recall correctly, that last clip was played incorrectly. You can only play a draw 4 of one color if it's played on top of its own color, so a green draw 4 can't be played on a blue, red, or yellow draw 2. It's the same as for standard number cards, so you can play any +2 on another +2, and any +4 on another +4, but you can't play a +4 on a +2 of a different color.
