It's all depends on since when westerners started naming all oceans during& bit before that all Euopean explorers were seeking to get to india since 1400Ce onward, but before that Sumerian, later syrian, etc had 2 way trades with IVC India near 4000Bce on ward. Egypt, Rome traded 2000- 2300yrs back w south India via Indian ocean, then Cholas traded with SE & E Asia since 1000 yrs back via Indinan ocean, So, since by all these times all above countries knew this region as Indu or Industan then Hindustan etc. So it could've been Indus ocean from near 6000yrs to 600 yrs ago, softly to, strongly later, the Dutch, English, Portuguese etc might have started calling / recognized it as Indian ocean most probably.

That's also one of the reasons why it's called the Hindu Ocean, i guess, "Ocean guarded by Hindu Navy vessels."
