This happens when dioxide reaches 500C breaking down to oxygen and reacting with the carbon in the diamond, carbon dioxide and other compounds in air-gas. Since you are placing the heated dimond in liquid dioxide there is plenty to react with quickly. Verses if you held the heated diaond in the tongs longer, the diamond would have gradually reacted with air-gas giving a similar result.
