The successor of the Western Roman Empire is Italy and the succesor to the Byzantine Empire is Greece cuz the meaning of the word "Byzantine" means "the land of the Greeks". Also, Byzantine Emperors followed Eastern Orthodox which is still followed in Greece today. So, Roman Empire's successors are Italy and Greece. Ottoman Empire and Russia has nothing to do with Romans.

Vatican as far as I'm aware has made no attempts at claiming that title and Russia I mean somewhat. Politically they did, they did have plans on restoring the Byzantine Empire portion under Catherine the Great which is why one of her grandkids was named Konstantin an homage to Constantine I the founder of the Eastern half and Constantine XI the final emperor.

I'd say if you control the cultural capital of istanbul/Constantinople or Rome you are a successor state to Rome I would definitely agree that the Italians are Romen

True. On a national point it would be Italy and Greece, for obvious reasons. Far off claimants would be France (Frankish Empire) and Germany (Holy Roman Empire).

While not legally Roman, I see the Ottomans as the closest thing early-modern Eurasia had to a “Rome-like” entity for the following reasons:

• Based around the Mediterranean.

• Multiethnic.

• Headed by a Sultan, the Islamic version of Emperor (for those curious, the Islamic version of king is Emir.) As well, the Ottoman sultan was the only head of state after the fall of the HRE to call themselves Roman Emperors.

• From 1453 to their downfall, the capital of the empire was Constantinople, one of Rome’s old capitals.

• Added in edit: Them being culturally Turkish and Muslim would just be a further evolution to reflect the changes of the times, as the former lands of Eastern Rome in Anatolia, the Middle East, and North Africa had become Islamized. It’s kinda like how Rome gradually changed from Latin and Pagan to Greek and Christian once it split in half in 395, as the Hellenic influence from Alexander the Great’s Empire and before never went away in the East.

The only thing standing in the way of them actually being a further continuation of Rome was that they didn’t use Roman/Byzantine numerical succession for their sultans starting with Mehmed II (who would’ve become “Mehmed I” had they did. Or if you wanna Grecify/Latinize the name, he’d be “Mahumetes I.”)
