I think as a small Chanel, for shorts video you should be going for the hashtags with small videos and channels because if you chose the big hashtags, your videos will get lost in the pile of that hashtags

I agree wholeheartedly with hashtag strategy EXCEPT hashtags can absolutely go in the description on shorts and still factor in to algorithm. I have had multiple shorts go viral putting those in description instead of title. (I manage several channels so mine isn't the best example since it's just a personal page). Putting hashtags in shorts description takes up less space in title and keeps people from clicking off the short onto other people's content. To each his/her own of course, but you def can have success with hashtags in shorts description.
