It's not exactly as described. Cookies are related to "ePrivacy" law but GDPR has nothing to do with cookies. It's related to the data processing and right to be forgotten, that's said in very very very high overview in two words... Otherwise, good video...

Seems a huge, huge waste of money to me.
So some twit in the EU to justify all the money he gets and his department gets dreamed up this rule.
So even more money was spent to draft a paper, and then even more within the EU to discuss and publish this
Then all web developers and owners of web sites had to spend a load of money for goodness knows how many web sites across the world to add this banner
Of course those web site owners didn’t get that from their own purse, but increased prices to you and me to pay for this EU rule to add this banner
Just for everyone in the world to go “I agree”

How do I get a job in the EU to waste my time too ?
Good to see EU spending money wisely
