Well this is entirely false.
Those trails are called Contrails. They come from the engine exhaust and comprise mostly of water cooling as it leaves the hot exhaust into the freezing air at high altitudes, sometimes lower depending on the air pressure.
Secondly, planes don't just dump fuel because the pilots think they're overweight. Fuel dumping is reserved for cases where the flight needs to land prematurely but will end up overweight. Things like Medical emergencies enroute or mechanical failures on departure are viable times where dumping fuel is necessary. This is absolutely not a routine thing.
