Enabling L2TP over IPSec on Ubuntu 16.04

Ubuntu has stopped shipping L2TP over IPSec support for Ubuntu since Precise. A workaround for this exists using network-manager-l2tp.

How do I fix this? I get this message:

Consider adjusting the PKG_CONFIG_PATH environment variable if you
installed software in a non-standard prefix.

Alternatively, you may set the environment variables LIBNMA_CFLAGS
and LIBNMA_LIBS to avoid the need to call pkg-config.

except Gatway in General where we enter username and password. How can I get it?
