My opinion is that the "great flood" story, the story of Ziusudra or Utnapishtim, comes about toward the ending of the last Ice Age or the ending of the more recent Younger Dryas period. Trapped water in ice bergs a mile or more high caused rapid sea level rise. These people then were living near the water bc that was a supply of food, defense, and travel and trade and had been so for many centuries. But now it is all gone underwater, settlements, villages and cities built near the oceans are underwater in my opinion due to a catastrophic climate event. To these people it would have been the "end of the world they knew".
Same as when a tornado hits a town in Kansas, the victims say "our whole entire world is gone". But for the folks in Seattle or Saskatchewan everything is still lovely. It's just an expression of the magnitude of loss they feel.
People use these metaphors to describe the indescribable. They don't have the understanding so they attribute it to a diety, if it's a something good like a harvest then it's a blessing, if it's massive destructive then it's "Gods" punishment.
