For England and EPL this is not a major problem. But for Spain, Italy and Germany (and the like of Scotlamd) it pretty much kills the domestic competition. In NHL and other more commercial (US based) pro leagues they have solved this with drafts. This would not sit well with the European culture though. An alternative solution would be to find a financial flow out to the clubs who brought up the players involved. It would inspire the big clubs to invest even more in academies and provide better training facilities to the smaller clubs with successful youth programs (such as Southampton, Bilbao, Zagreb etc) . But this would on the other hand get the agents to move down the age groups and maybe knock out late bloomers even earlier. No easy solutions.
