This is a Filipino thing as well... the story goes; workers at beer factories were partially paid in beer. So they'd take home bags of beer that they'd sell on the street for extra money.

I just talked to a person who has been living in Qingdao for years, while studying in a university. He told me that he had never seen this thing, so it is probably not a "big part of their culture", but more like a niche thing, if even true!
