I just finished this book last week, and agree with everything you said in the video. And to follow the spirit of 'read first, buy later' encouraged by the book, I bought a hard copy right afterwards as a gift for a close friend of mine. I would describe the book as a short manual that an engineer or a scientist should pick up, who has little experience with machine learning but soon has to work on a project related to the field and needs to communicate with their colleagues whose specialty is ML.
The only complain I have about the book is its matrix notation, with superscript denoting coordinates/features while subscripts denoting layers and units in a neural networks. I don't know if this is common in other ML books, but certainly something that I have to consciously think of when reading the equations.
Edit: The author recently published a second book. I would love to hear your review as well.

I am going through this book now and it is pure, distilled machine learning. For someone that is not the best at math, Chapter 2 is worth the price of admission alone. Awesome stuff.

I will have to pick it up. I am reading Machine Learning for Absolute Beginners by Oliver Theobald, and I have Hands On Machine Learning with Scikit-Leatn, Keeps and TensorFlow by Geron and Approaching (Almost) Any Machine Learning Problem by Thakur in the hopper. I will have to pick that up, though. You cannot have too many good books when you are learning.
