I tried to explain to an old friend that faster ram doesn't really make a difference but he didn't believe me. This is the same guy who's buying two 1080ti for his 1920*1080 60hz display though...

Speed matters, but it is dependant on CAS latency.
3200mhz DDR4 CAS-14 is pretty much the best thing commercially available right now.
As speed increases, typically CAS latency increases as well, so much so that something like 4266mhz DDR4 CAS-19 is actually SLOWER than 3200 CAS-14 memory.

You can do the math: [L/(0.5*S)]*1000=E
L= Latency (CAS),
S= Speed (in Mhz),
E= Effective Rating (lower E value = better)

So for 3200mhz CAS-14 ram the equation would be:
[14/(0.5*3200)]*1000=8.750

For 4266mhz CAS-19 it's:
[19/(0.5*4266)*1000=8.907

If you could get 4266mhz ram with a CAS latency of 18 THEN it would be slightly faster than 3200mhz CAS-14 RAM... unfortunately it doesn't exist (or is not actually available for purchase).

Hi Linus - My Commodore 64 only has 64kb of ram. Should I upgrade to the much more powerful Commodore 128 or does ram really matter? Please respond as I'm trying to get more than 16 colours while playing Flimbo's Quest. Thanks.

Also instead of getting RGB Ram just get regular RAM and use more LSD and that problem will be fixed
