Mexico actually used to have a railroad serving this exact purpose before the Panama Canal started operating, and it was actually quite successful for a short while.

Mexico is building tons of rail in that area, but as far as I know a lot of it is for tourism and internal trade.

Hogwash! Unloading container ships, transporting the containers by rail and then reloading them on ships will cost every bit as much as circling South America. The rail route will also exist at the mercy of the drug cartels who now rule Mexico. There is another viable canal route thru Nicaragua but that countries flirtation with communism and a volcano adds questions to its practicality. Then there is the possibility the Panamanian drought will end, and everything will return to normal before Mexico can complete its rail line.
