Yeah it's a scam tactic they will clean one shoe for free ask you if you like it and now sense you have one shoe clean and one dirty now you have to pay for the other shoe to be cleaned or walk around like an idot with one clean and one dirty shoe. They do this in American malls too not just foreign countries.
