This may be an issue with the curriculum's choice of thinkers but there is no sense in which Rousseau can be used to argue for free markets or capitalism or the liberal interdependence thesis based on the idea that countries with close trade ties are less likely to fight wars with each other. Rousseau was a socialist who despised capitalism - see his essay on the origins of inequality, for example. In fact, he thought that private property was the source of man's misery. Indeed, he was not a liberal at all in the sense you are using this term here. Rousseau was a communitarian who sought to create a system whereby the will of the individual would be completely dominated by the general will. Maybe a reference to Mill here would be more useful even though he is not 'a key thinker'
