It is certainly a bad idea. Main problem is.. whoever got elected will mostly only care about being top, and can't focus on doing any meaningful change. Not to mention changing of the guards is gonna take time. If the country keeps changing presidents before any of them even got the chance to sit in the office, there'd be no leader for a while

Regardless of all the impacts this would have on leadership this is basically impossible as there is no way to do this without violating either voter anonymity (as they would need to know who you previously voted for if the idea is vote switching) or 1 person 1 vote. Removing neither and having a fair election is infeasible.

I propose: Birthday election. Everybody gets to vote every four years. But they vote on their 18th, 22nd, 26th, 30th... birthday. No more campaigning seasons, just a light steady drizzle of campaigning that doesn't really affect politics. If your elected but you're governing badly, your majority will shrink by the day until you either get ousted ir do something good. But without the risk of the whole nation being angry for a day because they lost the World cup so they all vote their government out (like in the continuous election). Everyday you can Lose up to 0.27% which makes 8.2% in a month. So a bad day won't do much but if you're unable to recover for a while you will lose your majority

Back some time ago, doctors would refuse doing surgerys with high mortality rates, because if the patient die, itd mess with the hospitals, and doctors, reputation. I dont think a system like this will get anywhere
