How they know where to drill.

The surveyors go around anywhere there's a high probability of a resource being found based on surface resources or geographical data and dig a bunch of mole holes(taking core samples from the general area whether it's a km or a large portion of the whole country, usually in excess) till they find the resource they want. Then they send the info in to a mining company, or multiple if private survey company seeking bids on the resources, and the company weighs profits to risks and decides whether to acquire the land, get government approval to mine, and send a rig out to begin processing the material.

You missed one Tier, sometimes an individual person (prospector, loamer, or metal detectorist) finds the gold deposit at the very first and not a Junior mining company.

So an exploration camp sends in geologists then they drill for core samples to see what is in there then they get the investors to come in and pay for all of it. Then they hire a mining company that comes in and mindset. Then they hire a third-party that refined it then they sell it off to a company that certifies it. Then they goes down into the sellers hands and finally into your hands. .
