nomacs is a free, lightweight image viewer and photo editor. IMO it's one of the best image viewers on Windows. Not only does it quickly let you view photos, but it supports all popular image formats, can convert photos to different formats, make image adjusts, and you can draw on photos.

My favorite feature is the synchronize viewing. This lets you zoom and pan 2 or more images at the same time. Perfect when you want to compare image quality.
