Creating a Project: Start by creating a project within your Azure DevOps organization, noting your organization URL.

Access Billing Settings: Navigate to the organization settings, select "Billing," and locate the option for parallel jobs.

Parallel Jobs Availability: Initially, new organizations have zero parallel jobs available, preventing pipeline execution until jobs are enabled.

Requesting Parallel Jobs: Users must request parallel jobs through a specific URL provided by Microsoft, as they no longer provide them by default due to past misuse.

Misuse Prevention: Microsoft stopped offering free parallel jobs by default because users exploited them for unauthorized activities like Bitcoin mining.

Request Process: Fill out the form with your name, the same email ID used for Azure DevOps, and your organization URL. Request only private parallel jobs unless you have a valid reason for public jobs.

Approval Timeframe: It typically takes 24 to 48 hours for Microsoft to approve parallel job requests.

Verification: After approval, you can verify the availability of parallel jobs in the Azure DevOps portal under the "Parallel Jobs" section in the billing settings.

Billing Setup for Additional Jobs: For additional parallel jobs, users need an active Azure subscription (e.g., Pay-As-You-Go), and setup billing, linking it to the Azure subscription. This will allow for purchasing more parallel jobs if needed.

What is terrible is I waited 2 days to get the parallel jobs enabled. I went ahead and next day, I deleted the Organization as I thought I will save money. Apparently along with the organization, my permission to create private jobs is also gone. I wish people mention that,
