If you are new to coloring i would recommend Maped color peps' because they are wax based and a lot of the high-end colors (Prisma Premier, Caran D'ache Luminance) are wax based, so this would give you an idea about how WAX based colors blend and react to each other (btw they're easy to blend).
BUT if you want to start professionally at a budget i would recommend the they are oil based
they might be a little bit harder to blend but by time you will get used to them plus you can add too much layers (that means you can add too many details), and they are almost a downgraded version of the (Polychromos) or (Caran D'Ache palbo).

Maped is affordable but it doesnt mean that maped is better than faber castell

FABER CASTELL ITS MORE VIBRANT AND HIGH QUALITY NOT JUST BECAUSE OF THAT IS AFFORDABLE EVEN TOUGH ITS EXPENSIVE FABER CASTELLS FANS HERE:D I DONT MEAN MAPED IS CHEAP BUT TRY POLYCHROMOS VS. MAPED -RAE DIZZLE

i use maped and i've never used faber castell, soo.. i don't know 'v'

I think faber-castell classic colour pencils are more better
