I ve been working as software engineer for many years and I remember these periods right before the final rollout, when we were still implementing changes and correcting bugs till late evening, while PMs and steering committees wanted to meet the original deadline. As project manager today, I have experienced both approaches and I would go with waterfall whenever is needed for a small project and/or one that is similar to a past one, in any case clear requirements and stable scope are necessary.
