He's actually throwing/faster than that. Watch the fence. The fence is not firmly braced. When the ball hits it, the fence gives way in the direction of the throw, thereby reducing the speed of the ball when it bounces back to the radar. Take another measurement by throwing the ball against a hard wall. (It's called physics.) 🤔
