Protecting your license plates from being stolen

Metro Police said people are going around taking license plates off cars across the city.

I had a tag removed from my car. Now I use a razor blade on them and slice them up after I put them on.

What would you recommend to do if an pilice officer takes your license plate that you were going to use to take to DMV and they impounds your car and steals your license plate with also attempted false report saying alter plates.
I would never alter any license plates.
What do you do to report theft from an officer.
