That was a "Bouncing Betty" mine, based on the German WW2 "S-Mine". Copied by the Soviets and supplied to the VC.

Once triggered the primary fuse took about 4 seconds to burn down. When it went off it launched the explosive charge into the air, where it exploded at waist-to-chest height. This delay led to the misconception among American soldiers that there was a kind of mine that when you stepped on it it would then explode when you stepped off. In truth no mine did this; the Bouncing Betty took a few seconds but it always went off no matter what you did.
