This is an alternate ending. The ending we saw in theaters and on VHS had it where she snuck out to the railing of the ship alone and nonchalantly tossed the necklace into the ocean. No one ever approached her.

So glad this wasn’t the ending they used. I think her going out there alone and saying “oops” with a laugh as she drops it in was so much more emotional and powerful. It felt like her journey with the titanic came full circle and the laugh an ode to her younger, vibrant self.

This is what I felt: Rose had no physical remembrance of Jack. She never told about him to anybody. So the only physical testimony of her time spent with Jack was the " Heart of the Ocean" and now that she finally spoke of her story to other people she could now let go of it. She anyway resented it.
Also the last few secs of the movie where we see Rose horse riding, piloting a plane, all of her life was really an honour to Jack. He asked her to live her life and die an old woman.

honestly her tossing it into the ocean I thought it symbolizing the love she lost. The one who gave it all and someone who always has it. Telling the story and throwing the heart shows she is ready to rejoin that love after living a full life.
