It restarts the drivers not the graphics card

That Crtl+Win+Shift+B is used to clear memory buffer on graphics card and DWM will just redraw desktop again. Microsoft added this for debugging, starting in Windows Vista days.

It sometimes resets graphics card driver, but not always.

If you press Ctrl+Win+Shift+Alt+Del+Insert+F4+R, it will ship itself to the factory for a full refurbish.

Most times this is due to the windows explorer not functioning properly. Another method is to cntrl+alt+del then task manager and find windows explorer and shut it down. This will force restart it and its services. If that doesn't work, do what this video mentions, otherwise just restart/force shut down.
