Title is misleading, self improvement is more about improving one's strengths not weakness. That's what Brian says. But, why title states don't waste time on self improvement!

Basically he's saying that if you know your weaknesses and also know how to play your cards, you'll know how to achieve your goals. Your weakness doesn't matter because you don't play your cards with them. That's how it's a waste of time to "self-improve". He just knows how to self-improve correctly.
