Jessica, the requirements to build in California are what is impeding the construction of more lower-rent apartments. The codes are ridiculous. I saw this first-hand when I added a carport to my property -- Unnecessary state permit requirements cost me $8, 000 over the actual cost to build. I dropped the idea of adding a small bathroom to my house because would have cost $90, 000. There are actual monetary penalties for trying to improve your home!

Why are they addicted? is a great question. You can't just treat addiction as a disease when it is a symptom of an underlying one. Treating people who have lost all for the addiction they've fallen into and not the reason they're there is meaningless.

And her premise is BS anyway.
If someone becomes homeless or has been homeless for whatever amount of time, there are millions of dollars being thrown at them to get them out of that situation.
But few actually take the help, because it means they might no longer get high/stay high, and/or they are mentally ill, often paranoid-schizophrenic, and those people are unable to accept help or stick with the work it will take to not return to the street.

WOW Robby, the vast majority of homeless people were neither mentally ill, or addicted to drugs before they became homeless, being homeless is the cause of most of that, if we are able to prevent people from becoming homeless, then we can use your solution for the few that are left that were mentally ill, or drug addicted before becoming homeless.
