It’s more of a standard that anime has, generally those bright scenes are darkened when it comes to broadcast and streaming releases to prevent seizures. They’re left unedited in the Blu-ray releases.

I don't remember a dark filter while I was watching the old episodes of the Pokémon anime. But then again, the TV I used to watch on was a crappy TV with a large back, and the quality of the shows I watched was determined by the location of the antenna and whether or not it worked.

the pokemon anime i watch is the japanese version and i did not know the international version was darker

Always thought it was odd when there was electric moves and it seems to slow the animation down. Never knew how much seizure inducing scenes there were.
