There is a problem with this. Society isn't growing more prosperous. Only the rich are getting more prosperous, everyone else is getting poorer. This is one of the main reasons people are not having kids. Seeing as he pointed out South Korea, the reason people are not having children is an economic one. There is no spare cash to have children. The cost of rent and just the high cost of living has put most people off over there. This is being repeated everywhere. It is not that we are so wealthy and living good lives that has stopped people from having kids. It is the sheer unaffordability of life in general for most people.

Let me explain how this happens. When a certain empire/group of people rich prosperity, their woman seek more freedom. Freedom from boring housewife, freedom from boring lifestyle, freedom from childcare pain and wants to enjoy. Thus less women gives birth and if they give birth number of child will be low, like one or two. And slowly that empire will loose manpower and lastly others group/empire will conquer in that time. That's how empire falls.
