Aw they are so cute! Never force anything but do encourage them to try again, it's good for health and can be a learning and bonding time!

My 8 year old nephew did it for almost a minute his first time. We live in socal and the outside weather was in the 80's. Its probably colder where there at.

Maybe they could just try to stand in it. See how the legs adjust to it. That could be enough to give them the sense of accomplishment. I think the thought of fully sitting in cold water can be too much.
