Ya know, I’m the only guy in my state who deals with mold mitigation, biologicals etc on interior restoration. The wheel in the parking brake cable is to keep equal tension on both calipers when applied. My 91 MR2 had a similar device, but it was just a bar that the two cables linked into with a swedge
